


David is a founding partner and has over 20 years of management consulting and real estate industry experience. He leads the firm’s management team, directing operations, financial strategy, and identifying business development opportunities across the company. A market leader in the Federal Government real estate arena, David is also the co-manager of the firm’s brokerage platform and has been instrumental in building a best-in-class brokerage team that is exclusively focused on government sector real estate opportunities. From a transactional standpoint, David provides strategic guidance and creative solutions to clients faced with complex government real estate contract/lease negotiations and asset management engagements. Over the course of his career, David has been involved in the leasing, development, sale, and financing of more than 10 million square feet of space across the country. Before founding FD Stonewater, he served as a Vice President with Jones Lang LaSalle’s (Spaulding & Slye) Government Investor Services group in Washington, DC.

Joe is a founding partner and an established leader in the real estate industry, with over 30 years of leasing, development, and investment management experience. Joe began his career with the General Services Administration (GSA) eventually moving to Spaulding & Slye where he was soon elevated to a partner in the firm. When Spaulding & Slye was acquired by Jones Lang LaSalle (JLL), he was named International Director and Managing Director of JLL’s Government Investor Services group. The depth and breadth of Joe’s GSA deal experience is greater than any other broker in the business. Over the course of his career, Joe has led countless teams on thousands of lease transactions, development or construction consulting projects, as well as financing, acquisition, and disposition assignments. He has successfully completed nearly 4,000 lease transactions totaling more than 45 million square feet on behalf of landlords and tenants across the country. Today, Joe is a key part of the firm’s leadership team and brings a tremendous level of knowledge and technical expertise to the firm’s brokerage, investment, and development platforms where he focuses exclusively on providing strategic solutions and advising clients on transacting business with the Federal Government. He is also instrumental in the firm’s continuing education efforts and mentorship programs.

Richard Mann is a founding partner of FD Stonewater and brings over 20 years of experience in commercial real estate. He is charged with strategic and transactional leadership for many of the firm’s development, brokerage, and investment projects. His vast experience is utilized in a wide range of capacities, including Federal Government development, leasing, and investment pursuits, as well as in the structuring, acquisition, and capitalization of many of the firm’s investment and development projects. Richard is a recognized leader in the Federal Government real estate arena who brings invaluable insight into the process, politics, and strategy of federal real estate transactions. Much of Richard’s experience involves the new development of complex secure facilities to house members of the U.S. Intelligence Community, Department of Homeland Security, and the Department of Defense. He has completed over 500 transactions totaling more than 16 million square feet.

Andrew is a principal and co-leads the firm’s Investment and Asset Management team, focusing primarily on capital structuring and identifying acquisition opportunities within the firm’s targeted investment strategies. He brings nearly 15 years of experience in commercial real estate and has spent his entire career in investment management and brokerage. Andrew has been instrumental in expanding the firm’s investment activities and launched the firm’s Private Capital Investment Program in 2014. While at FD Stonewater, he has been directly involved in over 5 million square feet of deals around the country, totaling over $700 million in value. Andrew began his career at Spaulding & Slye (acquired by Jones Lang LaSalle) with the tenant representation group, and then went on to co-found Jabber Five, a real estate investment company based in Baltimore, before joining FD Stonewater.

Dave is a founding partner and brings over 20 years of real estate experience in both principal/ownership and advisory capacities, spending time at Citigroup and Eastdil before co-founding FD Stonewater. He co-leads the firm’s investment and asset management platforms and has participated in more than $3 billion of acquisitions, strategic advisory, and investment banking transactions throughout his career. Dave holds an MBA from the University of Wisconsin, Madison, and a B.A. in Philosophy from Carleton College. He serves on the board of the GiveLove non-profit, organizes a local adult soccer group and an annual fundraiser for Habitat for Humanity in his hometown, plays in the world’s largest trivia contest in April each year, and attends as many Green Bay Packer games as his wife and daughter will allow.

Jeff is a founding partner and a leader in the firm’s investment and asset management platforms. He has an extensive background in principal investing, fund management, asset management, real estate investment banking, and capital markets. Over the past two decades, Jeff has completed over $7 billion of acquisitions, direct sales, and financings. He has also managed three principal investment funds and three joint ventures through which he acquired and managed more than $200 million of office, industrial, retail, and hospitality properties. Jeff focuses his entrepreneurial energies on creating value from every angle of a transaction, including property operations, leasing, portfolio risk management, and capital markets execution. He is a recognized expert in managing complicated real estate investments and successfully structuring complex deals.

Claiborne is a founding partner and serves as the head of development and construction management at FD Stonewater. He is responsible for establishing development platform strategy, financial structuring, and business development initiatives for federal, state, and local government development opportunities. He manages all principal-owned development projects and third-party construction management projects in the firm’s growing portfolio. Claiborne has led the completion of several high profile, mission-critical projects for Federal Government agencies across the country including the U.S. Coast Guard, U.S. Department of Homeland Security, the U.S. Department of State, and the Federal Bureau of Investigation. He has also completed numerous private sector development projects.

As Principal and Director of Brokerage, Chad spearheads the firm’s landlord advisory practice, focusing on highly-complex government real estate transactions in the Washington, DC, region and across the country. He has spent more than 15 years in the government real estate sector, beginning his career with the U.S. Department of Justice facilities team and then co-leading regional GSA National Brokerage Contract teams at JLL and CBRE before joining FD Stonewater. He is an expert in federal real estate policy, processes, and evaluation practices and provides strategic guidance to our clients in the pursuit of government lease transactions and investments. Chad has earned CoStar Power Broker honors and was recognized as the Top Regional GSA Leasing Agent at the 2019 CREBA Awards.

Ben is an industry veteran and brings extensive development and construction management experience to the firm’s development platform. His experience in the construction and development arena for specialized government-leased facilities, high-security federal facilities, data centers, and urban office space is a vital asset to the firm, as he has managed base building and tenant improvements for nearly 2 million square feet totaling more than $500 million. As Principal and Director of Development, Ben actively manages the firm’s principal development projects and third-party construction management engagements and is responsible for the development strategy, financial structuring, and active management of all projects in his portfolio. Ben has played an integral role in several of the firm’s specialized, mission-critical projects across the country, including facilities for the U.S. Coast Guard, U.S. Air Force, U.S. Citizenship and Immigration Services, U.S. Immigration and Customs Enforcement, and the Federal Bureau of Investigation. Prior to joining FD Stonewater, Ben was an Assistant Project Manager at HITT Contracting, Inc., where he supported and managed projects totaling over $300 million.
